Individual tax refunds are up about 16% ($30 billion) compared with last year.

Non-withheld taxes are likely to fall about $80 billion compared with last year.  Paul Volcker (former fed chairman) was appointed to do a study on how to reform the tax code. 95% of the population has already recieved tax cuts.  Here are the tax proposals in the 2010 budget.  And while the corporate tax rate in America is high at 35% (though some studies show it might actually be around 15% because of tax shelters, here's an awesome Frontline episode addressing that topic), our individual tax rate is one of the lowest amongst OECD countries. So I guess that's where they are, unless you make more than $250k.
